Re: [dxwg] Must a DCAT profile validate against all of DCAT? (#430)

I think we have one part of this that is resolved and one part that is not. As @kcoyle pointed out, we still don't really have a robust definition of conformance for a profile. If we end up writing guidance for using profiles, we will want the reminder here to put in something more precise.
I will admit to some lingering concern about the statement that a profile of DCAT must not deviate from DCAT with regard to any part of the spec. One reason to make a profile would be to document that one is using DCAT with a tiny exception. If we feel that it's more important to have a guarantee of conformance than to accommodate such use, we are doing the right thing currently. I guess I just want us to be clear on that. And if we agree that a conformance guarantee is important, that makes me wonder whether we should be defining a subset of terms that must be used. For example, does it make sense to say that a catalog record is DCAT conformant if the dataset has no URL? No title? How useful is conformance in that case? And if we include all the non-DCAT terms that we mention in the spec as part of the conformance, what is the difference between something that we give the dcat prefix to and something we do not?
