In principle there should not be a numerical limit, and your criteria mostly catch what matters. I would add, however, the challenge that the larger the set of vocabularies, the greater the risk of axiomatic inconsistency, and difficulty in testing and diagnosing this. In practice, we must also consider the tolerance of the target community of developers.
