 The dcat 2 bib ref is identified by vocab-dcat-2 see  https://api.specref.org/bibrefs?refs=vocab-dcat-2 

If I understand your point,  you would like to have a URL consistent with this (i.e., the DCAT URL https://www.w3.org/TR/vocab-dcat-2/ instead of https://www.w3.org/TR/vocab-dcat/). 
However,  as far as I have understood reading issue #1182,  we have to live with the fact that  https://www.w3.org/TR/vocab-dcat/ points to the latest rec (see [phillipe's comment ](https://github.com/w3c/dxwg/issues/1182#issuecomment-559006455)).

Or you were suggesting something else?
