Sorry I forgot to say that my proposal would come in addition to putting the section on functional profiles further down in the document as discussed above (e.g. [here](https://github.com/w3c/dxwg/issues/1022#issuecomment-533711569)). Anyway I still think it would read much better in the opening of the current section 7. Section 2 on conformance can still work well if the section 2.1 on functional profiles is replaced by one sentence that would refer to the new subsection of section 7. This by the way would tackle a basic editorial flaw of section 2.
