@kcoyle - thats a matter for constraint languages - PROF is not attempting to reinvent that wheel but to   model the relationships between such things and various expressions. Its model is demonstrablably to handle all the requirements that are identified  for these relationships, and any measure of correctness or expressivity issues in constraints languages or guidance documents or any other useful resource is well and truly out of scope of the model.
