I'm leaning towards Makx view - perhaps with some nuances. 1. There is just one 'DCAT' and one dcat: namespace. 2. There are two descriptions of it, one which has additional features. 3. Existing DCAT users don't need to change anything to remain in conformance with DCAT. 4. The DCAT 2014 document describes what is essentially a 'profile' of (current) DCAT, which is currently reflected the DCATv2 document but will evolve more.
