The question for me is whether there is a strong incentive to move people from DCAT1 to DCAT2. In my mind, DCAT1 remains valid and if people don't have a need for the new bits in DCAT2 (e.g. Data Services, geo-stuff, time intervals, qualified relations, packaging etc.), they may not need to upgrade.
