@kcoyle - specification of the semantics says nothing about the implementation - it merely means an OWL-DL reasoner _could_ be used. I'm not really expert enough in OWL reasoning but my expectation is formal semantics and OWL reasoning could be used to test the definitions even if no-one needs to implement this as a run-time behaviour.
