I’ve used ODRS for licences and rights for years in Australian data catalogues but won’t do so any more now that DCAT and ODRL exist. I think this is what is actually missing from that section, and it would help clarify our recommendations. I can take care of preparing them - ideally, re-using examples already in the DCAT spec.
