At the profgui meeting we discussed the section on types of profiles in the Google Doc [1]. There were questions about the bullet point regarding ODRL. I found the ODRL document section [2] that I remembered (albeit badly). This section sets the rules for policy inheritance and merging. It is followed by a section regarding the rules to apply when there are conflicts detected between parent and child policies.[3] While the word "profile" isn't used here, later in the ODRL document there is a statement that any usage that goes beyond the core ODRL vocabulary is considered a "profile".[4] That section appears to indicate that most uses of ODRL will be profiles. These ODRL rules are the only evidence that I know of that define inheritance and merging of profiles. For this reason, I think that this is a good example to include.
