I dont think we can attempt to reconcile poor object identification practices in every community (and i've worked with dozens of domains and they all have to get over this hurdle at some stage to improve interoperability of data).  We can just allow them to declare behaviour of the objects they want to identify - and if they find that they are declaring things inconsistently because of the nature of what they are trying to identify then they will just need to rethink - and for example mint identifiers for specific components of what they previously thought was a homogenous thing.
