@aisaac From what I can tell, the [DSP](http://dublincore.org/documents/2008/03/31/dc-dsp/) did not include the Singapore Framework relationships, so "uses" was not defined there. In SF, the relationship between a profile and vocabulary is defined: "Description Set Profiles typically use properties and classes defined in standard Metadata Vocabularies such as the DCMI Metadata Terms." This says to me that there is a specific relationship ("uses") between a profile and a base vocabulary. DCAT-AP "uses" DCAT, and that sounds very much like profileOf. Personally, I'd favor a property or at least a description that very broadly means "based on" and that would only be used when there is a strong link between the vocabularies, like the relationship between DCAT and DCAT-AP. I would like for profiles to be able to be "stand alone" as well, since I think those happen. The discussion at #435 seems relevant here. Note that there is an ambiguous aspect to the Singapore Framework that means that by its definitions DCAT itself could be developed as a Dublin Core-defined profile.
