We definitely include constraints expressed in non-actionable documents, but we should recommend that as far as possible constraints are written in a formalism that allows validation activities to be formed. e.g. DCAT-AP has a partial SHACL implementation *non-normative I believe*. All constraints should be testable - even if it is manual inspection.
