Re: Issue tracking using GitHub

Simon, I see that of the options for filtering you can filter for all of
those that are NOT assigned, but not the opposite, all that ARE
assigned. (We need a NOT NOT ;-). This makes it a bit hard to use it the
way we've used tracker, which is to look at all of the open actions. (I
suppose every issue is an open action, but I'm not sure that suits our
need.)

If we wish to have tracking of actions then we'll need to provide a way
to do this. Not all actions will result in pull requests, I presume.
Would it be helpful to have an ACTION label, which could be removed when
the action is completed? (And which could be changed to a DONE label, or
perhaps we can use the github CLOSED.)

Also, does anyone have experience with github "Project boards"? I'm not
sure if we can create one under W3C just for #dxwg, but that might be
the answer to tracking actions and progress.
