Yes, there has been some general discussion on preference order of accept-headers. The Memento spec for instance says that time-based negotiation has to be done before any other negotiation. The [Apache server specifies]/(https://httpd.apache.org/docs/2.4/en/content-negotiation.html#algorithm) that content-type goes first, then language then charset then encoding.
There has been some discussion on the preference of {{Accept-Profile}} over the {{profile}} parameter in the {{Accept}} header over in #261 (but no conclusion so far).
