[DCAT] timing for weekly telecon

Folks -

The Doodle poll is pretty clear - the active participants in the [DCAT] team have selected
08:30UTC on Thursdays for the new time for weekly teleconferences.

Clearly this will mean that American participants are unlikely to attend, but they haven't been anyway.

I propose to start the new schedule the week after the upcoming f2f - i.e. starting on Thursday 17th May.
I'll send around an invitation in due course.
