[DCAT] - resolution of Catalog membership discussion

In the DCAT team meeting today, a resolution of the method for extending the scope of DCAT Catalogs was reached.
I've attempted to summarize it in a diagram [1]
Please check this matches what was agreed.
If it is OK we can proceed to implement it in RDF and describe it in the document.

This is a very significant enhancement to DCAT.
