[DCAT] meeting 2018-04-25

Nice meeting this morning/evening.
Two significant items:

-          In view of non-participation of Americans we will re-consider telecon timing to make it less awful for the active Australians - look out for a Doodle poll

-          We agreed on the pattern for expanded scope of Catalog membership, which preserves backward compatibility and also allows extensibility - look out for a new diagram from Simon coming later
