References to precision and accuracy example

I admit I have forgotten the specific context in which this came up, but 
I have an action to "Ensure that the bp doc refers to the example for 
representing precision and accuracy in the dqv"

I looked through the BP doc again seeking somewhere where such a 
reference would be appropriate and, other than adding a line to the BP 
on data quality at http://w3c.github.io/dwbp/bp.html#DataQuality, I 
can't see one. We could add a link there, but there are other parts of 
the vocab that cold be linked to as well, so why call out that one 
specifically?

But... it is an issue that comes up in SDW quite a lot so I have drawn 
their attention to the example and invited them to review DQV in general.
