Third link down in http://www.w3.org/TR/dwbp/ is the link to the Editor's draft in GitHub. https://www.w3.org/2013/dwbp/wiki/Main_Page#Best_Practices has a link to the same doc. What was missing until I just added it was a link from that section of the wiki main page to the published version. HTH Phil.
