Re: dwbp-ISSUE-109 (machine Readable Licence?): No UCR for machine readable licences [Best practices document(s)]

Dear Bernadette,

There is no explicit mention of the need for machine readable for
licence in UCR ,
but UCR states that "Licenses are a form of metadata and so inherit
metadata requirements"  and
there is the requirement for machine readable metadata.

So In the case we want to keep the bp provide machine detectable license
<http://w3c.github.io/dwbp/bp.html#bp-provide-machine-detectable-license>
distinct
from bp provide data license
<http://w3c.github.io/dwbp/bp.html#bp-provide-data-license>,  I think we
might use
 R-MetadataMachineRead
<http://w3c.github.io/dwbp/usecasesv1.html#R-MetadataMachineRead>  and
#R-LicenseAvailable
<http://w3c.github.io/dwbp/usecasesv1.html#R-LicenseAvailable> in the
 evidence section.

Best,
Riccardo
