Initially, R-FormatLocalize
<http://www.w3.org/TR/dwbp-ucr/#R-FormatLocalize> was classified as a Data
Format Requirement, but I agree with you that it should be a metadata
requirement.

I raised the issue to have other opinions about this :)

I'm gonna include the proposed BP in the metadata section.
