This is something that was discussed extensively in the GLD WG in previous years in the context of developing DCAT. The definition settled down as: "A collection of data, published or curated by a single agent, and available for access or download in one or more formats." See http://www.w3.org/TR/vocab-dcat/#class-dataset It is deliberately very broad. It includes obvious things like CSV files and RDF dumps, but it also includes electronic documents - a term that itself is broad enough to include videos, presentations and more. If the group chooses to use a different definition then it should be aware that DCAT is in widespread and growing use. Further, the vocabulary work planned for the DWBP WG is likely to extend DCAT rather than build a new vocabulary.
