URI's versus API's - wiki page enhanced

Hello All,

I enhanced the "URI's versus API's" wiki page with questions and arguments
used in the discussion.

Several API´s and URI´s challenges are already listed in the "General
Challenges - Use Cases DWBP" document, elaborated by Deirdre and
Bernaddette, and I think it is the right place to put them. If I see more
challenges, I will include them in the document.
