Eric S Introduction *Data consumers (who may also be producers themselves) want to be able to find and use data, especially if it is machine readable, accurate, regularly updated, and has a guaranteed availability.* Suggested Changes for Paragraph 2, Sentence 2: Add machine readable, tone down “available at all times” to guaranteed availability. ----- *Without this agreement, data publishers and consumers are faced with the dilemma of how to fulfill each other’s needs.* Suggested Changes for Paragraph 2 Sentence 4: Suggested wording changes. ------ *In like manner, from a consumer perspective, developers need guidance to develop robust technology for consuming data that better ensures integrity and reliability to support their applications. In general users need common methodologies to assess data quality, share usage experiences, and convey successful approaches that others can leverage. * Suggested Changes for Paragraph 3 Add sentences 3-4: Append sentences, the consumer perspective is also needed to help balance the text.
