Thanks for this effort and work on this section. 
Please find below my humble comments, from a French native speaker.

#Paragraph 1: I suggest to rephrase it to something like this ?
 
"Metadata is data about data which provides context and additional information about data. Metadata helps consumers to better understand the data, such as the structure, the license attached to its use, the publisher, the data quality, data access and the update schedule. “

#Paragraph 2: Maybe we can specify the tasks in "to help tasks as”, and substitute “that goes”? 
I suggest this one instead? 
"Metadata can be used to help tasks as, for example, dataset discovery and reuse, and can be assigned considering different granularity that goes from a single property of a resource to a whole dataset, or all datasets from a specific organization.”

#Paragraph 3: Put SHOULD as normative after "standard vocabularies", and add references to PROV-O !?

#Paragraph 4: s/Is/It is (*). I don't understand what you mean by "Linked Data" format. Maybe s/Linked Data/RDF/XML, RDF/TURTLE ? s/different W3C groups/ appropriate W3C Working Groups ? 
Also, move "(Comma-Separated Values)" to the fist time you mention CSV ?
s/we will talk about/we report and discuss about ?
