Sorry, that I can’t respond as comprehensively. I guess my main point remains that in the majority of countries worldwide the UN would take the lead (in cooperation with local governments) in disaster response. In those cases the cluster approach (or sometimes still the previous, but in terms of terminology not that different sector approach) is applied. I’m not saying that it is all perfect, but I would find it counterproductive to develop a vocabulary which differs from the one which is prevalent, i.e. the cluster/sector and who-does-what-where terminology.

Regarding two of your questions:

NGOs are always considered as crucial (implementing) partners by the UN, who participate in the relevant meetings. This doesn’t apply to some NGOs who – as a matter of principle – don’t cooperate much with the UN.
