Personally, I believe that "emergency management" is more correct term
than "disaster management". Nevertheless, I'm interested to see the
discussions about the name. Please forward this.

As I see things, this is the only way to proceed, taken into account
that the process of defining the top level domain and subdomains  will
be an iterative process with as clear and sound specifications as
possible in terms of reaching a consensus about the semantics of the
concepts and their relations.

It might be a good idea to look also on what others have done or are
planning to do and learn from them. For example, I know that a group
in coastal mapping and informatics are discussing a similar issue for
a year now. I will try to acquire some useful information from them.
