I am not sure I really understand the question. But I try to answer nevertheless:-)

- the format of references' section is essentially defined by the W3C publication rules. But those list, well, the references in the document, nothing more
- having a separate section for further reading, ie, an annotated reference list, is not a problem at all. I would probably put it into an appendix, and use whatever format for the references that you deem useful!
