It should include all the non-normative contract stuff that went in on
master. It does not include the items currently being discussed, as
those were not in the list of PRs that needed to be completed before
Horizontal Review.

I'll also note that the rebase+merge failed yesterday, with multiple
attempts made, and a squash and merge happened instead. I still need to
go back through and make sure all the text made it in from the
non-normative resolution PRs. Some of the challenge is that
Amy/Drummonds latest PR rewrote large sections of text that contained
the non-normative contract stuff. There will have to be some editorial
work to ensure that the right text is in the right place, but that
shouldn't hold up the kick-off of the Horizontal Review process.

The same thing that applies to Jonathan's PR also applies to the
resolution PRs. If the group can come to consensus and get the
outstanding contract/metadata PRs into the document before Horizontal
Review happens, then it'll be in there. If we can't, Horizontal Review
will happen anyway.

To be clear, Horizontal Review happens multiple times during the
lifetime of a WG. This is the *first* Horizontal Review, which is always
on an imperfect and work in progress specification. W3C Process suggests
that we do this early and often... we're not early by any stretch of the
definition, but this is the first time where the document hangs together
(more or less), so we're sending this one out to make sure that other
W3C WGs don't get upset with us that we're dropping something on them
right before the specification goes to the Candidate Recommendation or
Proposed Recommendation stages.
