We've hit some snags with the platform not supporting Object.observe on DOM interfaces. This is making the current Wake API much more complicated than it otherwise would need to be (1 attribute vs a bunch of methods + an attribute + and an event). See [1] for ongoing discussion. We are hopeful that Wake Lock will motivate public-script-coord + webApps to add an [Observable] extended attribute to WebIDL. This discussion is happening right now [2]. 

Hence, I would like to wait a few weeks for discussion on [Observable] to settle before pushing for publication. I might also insist on waiting till the W3C allows us to put living documents on /TR/ to avoid all the annoyance of having yet another stale document there (and all the frustration that brings).
