Within the current proposal it would be up to the native application that is used to support all the available capture devices. The current proposal is only a fist draft and I think there are more features to come.

The present api exposes devices via navigator.device.capture{Audio,Video,Image}, however a
computer may have multiple capture devices, and this is not accounted for. A user agent
might provide a sensible default, however that is still insufficient for cases where
multiple capture devices need to be used at once.
