Re: [geolocation-sensor] Support geolocation (especially geofencing) in the "background" (#22)

@reillyeon, from your perspective, is there something specific about implementing this for the web the is less secure or more prone to abuse than implementing for native. The thing I'm struggling to understand is why this feature has been available on native (with the potential for abuse accepted) for quite some time but is still and ongoing discussion for web. 

The ultimate effect of this - at least in my opinion - is **not** that people will stop developing apps that "_abuse_" location tracking, they will just develop them on native platforms instead of using the web platform. Motivated bad actors will still build their abusive applications, they'll just do it on native. It seems to me that the majority of apps that are being prevented from seeing the light of day are legitimate, useful, beneficial ideas from people who don't have the time/ability to build across multiple platforms.
