[wake-lock] Need to add "wake-lock" to permissions registry (#184)

marcoscaceres has just created a new issue for https://github.com/w3c/wake-lock:

== Need to add "wake-lock" to permissions registry ==
The spec reads:
> The PermissionDescriptor.name is "wake-lock".

And then later, the above "wake-lock" is used for permission's name... this will just throw an error, because "wake-lock" is not part of the permissions registry:
