Re: [sensors] The Handle Errors abstract operation must deactivate the activated Sensor object

This issue is fixed with #197 and should not be closed yet, if I'm not mistaken.

There are normative implications if the sensor object that invokes https://w3c.github.io/sensors/#handle-errors is still in https://w3c.github.io/sensors/#activated-sensor-objects after the error has been handled and the state is transitioned to "idle". For example, such objects are required to emit notifications etc. #197 fixes this by deactiving the sensor object, see https://s3.amazonaws.com/pr-preview/w3c/sensors/2d22842...pozdnyakov:6583416.html#handle-errors
