The target nodes become focus nodes for the duration of the actual 
validation step. And there can be focus nodes which are not target 
nodes, because they are invoked as part of a nested validation (sh:or etc).

Ok, I have tweaked that sentence further:

Validating a <a>data graph</a> against a <a>shape</a> involves 
validating the target nodes for all targets of the shape.
