Proposals page

As discussed today, we want to give this page a try:

to see if we can accelerate our decision making process. I just made 
quite a number of additions, and instead of explaining them one by one, 
I would encourage everyone to look through them and cast their votes if 
they have any opinion. As Arnaud stated, it would be most helpful if -1 
votes include hints at which modifications would change your mind. Also, 
could the stakeholders of the missing ISSUEs add their proposals?

Thanks to Arnaud for starting that page. Hopefully we can make better 
use of our time in between calls now. It would also allow those who are 
not regularly on the calls to make their voices heard.
