No. The shapes graph is obtained by merging graphs/files/documents
including those that are the object of owl:imports. Suppose one graph
contains a statement like:

<> owl:imports <http://example.org/person-shape>

What do we call http://example.org/person-shape supposing that it is
the IRI of a Turtle document that conforms to the SHACL syntax? Is it
a SHACL document?
