I'd guess that you (or someone) have set up a post-commit hook that adds
the flag to any mentioned issues, but I don't know. I don't have rights on
the repo to look at the settings.

While you're looking at settings, if you could add a 'blocked' label I
think we'd find that useful for marking issues that we can't progress until
something else happens.
