Someone more familiar with the spec and with text-combine-upright should 
review that test.

I believe the meta assert text is wrong and should be saying instead:

<meta name="assert" content="This test checks that 
'text-combine-upright: all' will not combine consecutive characters when 
such characters are interrupted by a box boundary.">

For sure, the pass-fail-conditions sentence and the meta text should be 
coherent with each other.

line 7: <meta content="Two white triangles does not pointing to the 
right. Pointing up." name="assert">

line 23: <p>Test passes if the two white triangles are pointing to the 
right.</p>
