[CSSWG] Shortnames Renamed / Editor's Drafts Redirected

Tab and I just checked in the Great Short(Re)Naming on dev.w3.org.
This means all editor's drafts have moved. We set up redirects.
Please let us know if anything is broken!

The new system is:

   * The level number is dropped from "css", so "css3-" becomes "css-".

   * The "mainline" draft (most active) is unlevelled in the repo, e.g. css-foo.
     Higher/lower levels are numbered, e.g. css-foo-N.
     (Note that Level 1 drafts previously named css3-foo are now css-foo-1.)

   * Redirects allow you to choose which level you want by indicating a
     level number; or if you want the "latest", use the unlevelled URL.
     (The mainline draft is aliased to a levelled URL using mod_rewrite.)

What this means for spec codes in email subject lines:

   * We're similarly switching to e.g. [css-foo] instead of [css3-foo].

   * For WDs, we're recommending that the version number is dropped,
     because it's annoying to type, and sometimes stuff gets deferred
     to a different level anyway.

   * For CRs, it might be helpful to include the version number so it's
     clear the old version needs an update.
