New Test Review Process document

Hi,

As some of you may know, Tobie Langel is driving a W3C testing documentation initiative [1] to update and centralize existing docs and add new docs where they are missing. The goal is to have this new testing resource center be the single source for all W3C testing information.  I am working with Tobie to migrate and integrate the CSS testing documentation and have already ported over a significant amount of information on reftests, format, style, etc. from our wiki. The first set of testing docs is going to go live in the coming weeks, at which time I have a plan to deprecate & redirect the original docs. I'll share that with you in a separate mail when the time comes.

One of the docs I've just updated is the Test Review Process, which includes the policy and the submission & review workflow. If you're interested, please have a look at my pull request [2] , especially:

 1.  Test Review Policy: The is somewhat changed to now allow for same-company reviews. This was discussed and concluded some time ago [3] [4] and this is now formalizing it for all of the W3C.  There has been some confusion and sensitivity about this topic in the past, so this is your opportunity to speak up if you have concerns.  Please do so on Github and/or subscribe to the PR to follow any further conversation on it.
 2.  Test Review and Approval Process Using Shepherd: We actually did not have any existing doc for this so I created one – kept separately on our wiki.  I drafted this based on my experiences and observations of how we're using it for reviews in conjunction with the mailing list.  I'm particularly interested in feedback from Peter, Elika, Arron, and Gérard on this. Note that it contains many links to the new centralized documentation, for which I don't yet have URLs, so it's all just pointing to the source in github for now.
