Paged media tests

Safari/WebKit has a tree-saving optimization that often prevents the printing of blank pages. This breaks a few Paged Media tests:

html4/forced-page-breaks-001.htm
html4/page-break-after-010.htm

I think the tests should be modified to put text on those pages.
