But it's not testing that.  If it tested that the value that attr() gets 
is the same as what getAttribute() gets, _then_ it would be testing it.

Nowhere does CSS2.1 require a user-agent to support HTML 4.01, that I 
can see.  If you think otherwise, can you please point to the relevant 
normative statement in the specification?
