The pass condition of: http://test.csswg.org/suites/css2.1/20101001/html4/content-140.htm http://test.csswg.org/suites/css2.1/20101001/xhtml1/content-140.xht is incorrect, since the number "1" should appear once for the generated content and "1." should also appear as the list number.
