Per discussions with the SVG group at TPAC, this is not the case, and the test is correctly showing a bug in implementations. I filed the Gecko bug as https://bugzilla.mozilla.org/show_bug.cgi?id=611099 That said, I still haven't checked the test. -David -- L.
