Well I downloaded the tar.gz containing all the tests, which uses this 
file:

http://www.hixie.ch/tests/evil/css/css21/tests/t0603-c11-import-00-b.xht

(Not in the "source" directory"). Diff them and you will see that one has
entities and also has attributes in a different order on the link element.
