Re: [csswg-drafts] [css-transitions-2] Exit animations (`@exit-style`) (#9500)

I'd like to restart the conversation here as on the Angular side, we just posted [an RFC for our new animations instructions](https://github.com/angular/angular/discussions/62212). While we've decided to provide `in` and `out` for symmetry reasons, really we only need `out` due to a lack of a native `@exit-styles` feature. When we posted pull requests for our recent [migration guide for migrating to native CSS](https://github.com/angular/angular/pull/60984), we got multiple comments from people about wanting some sort of native `out` feature, as they could handle the rest without the framework. Similarly, ignoring animation libraries like GSAP, we would arguably not need to implement anything at all on the Angular Framework side if `@exit-styles` existed as a feature.

Those that I've talked to within the CSS working group have called this a clear need, and some have referred to it as "low hanging fruit" especially considering the work being done for scoped view transitions. I'd love to continue this conversation and hopefully move this forward.
