This issue started with a specific proposal that a number of people (https://github.com/w3c/csswg-drafts/issues/9500#issuecomment-1771605795, https://github.com/w3c/csswg-drafts/issues/9500#issuecomment-1783581634, https://github.com/w3c/csswg-drafts/issues/9500#issuecomment-1786278931) have pointed out isn't going to work as-is. There was some discussion about finding ways to make it work by making the DOM removal actually happen at the end of the animation rather than the start, but https://github.com/w3c/csswg-drafts/issues/9500#issuecomment-1781298753 says that's unacceptable.
