Re: [csswg-drafts] [css-transitions-2] Exit animations (`@exit-style`) (#9500)

This issue started with a specific proposal that a number of people (https://github.com/w3c/csswg-drafts/issues/9500#issuecomment-1771605795, https://github.com/w3c/csswg-drafts/issues/9500#issuecomment-1783581634, https://github.com/w3c/csswg-drafts/issues/9500#issuecomment-1786278931) have pointed out isn't going to work as-is.  There was some discussion about finding ways to make it work by making the DOM removal actually happen at the end of the animation rather than the start, but https://github.com/w3c/csswg-drafts/issues/9500#issuecomment-1781298753 says that's unacceptable.

I think making progress here (if it's possible to do so) probably requires taking a step back from specific proposals and getting a clear set of use cases (including which ones are necessary and which are nice-to-have) and seeing if it's possible to develop a different proposal to address that set of use cases.
