I think `:target-link` makes sense as a replacement for `:local-link`, since it connects with the concept of `:target` in CSS. As for having 5 different versions of this... we had more control in [earlier versions of the spec](https://www.w3.org/TR/2013/WD-selectors4-20130502/#local-pseudo), but those were removed because there wasn't interest in it.
